  • Applies expertise to craft strategies using applied research, technical leadership, and analysis.
  • Provides project/program management for organizational projects/programs of major scope and importance with full technical and program responsibility.
  • Responsible for budgets, schedules, and management of resources for programs and projects of major scope.
  • Fulfills functions in a technically sound, safe, timely, and cost effective manner to enable company to realize its goals and objectives for providing water and energy related services.
  • Acts as a technical liaison to executive management, internal research and development groups, academic and industry research entities, specialty consultants, and regional transmission planning entities.
  • Demonstrates substantive thought leadership to further new ideas, products, services, and/or business processes to increase efficiency, effectiveness, and/or customer satisfaction.
  • Demonstrates substantive leadership in organizational change management to foster the success of new business products, services, and/or business processes.
  • Performs as a technical staff consultant and/or advisor with respect to transmission planning and the application of advanced concepts, principles and processes.
  • Consults extensively by associates and others with a high degree of reliance placed on the engineer’s interpretations and advice.
  • Performs as an engineering project/program leader/engineer on projects/programs which are large or have many complex features.
  • Prepares specifications, evaluates bids, and prepares recommendation materials for management consideration when evaluating large or complex procurements.
  • Provides engineering discipline leadership when administering and reviewing work performed by consultants and others.
  • Prepares and/or conducts written and oral reports and presentations.
  • When required/requested, serves on industry committees and task forces as a representative of company
  • Actively takes a leadership role in promoting safety within department.
  • Actively develops and trains engineers on technical, project management, and/or best practices related activities.
  • Identifies or creates development opportunities.
  • Establishes standards and facilitates Standards Change Processes in the discipline when required.
  • Leads collaboration across company
  • Represents company in legal and regulatory matters or proceedings of technical nature
  • Performs as a staff consultant and/or advisor with respect to a technical specialty in the application of advanced concepts, principles and processes
  • Provides full technical leadership when administering and reviewing work performed by consultants, outside agencies, and others.
  • Company spokesperson in communicating technical subject matter to the public when required.
  • Defines strategic direction, opportunities and methods to ensure company vision is realized.
  • Uses advanced knowledge of how the business works to achieve results
Skills: Qualifications
  • Bachelor’s Degree in Engineering from an ABET accredited curriculum (16 years of experience post ABET degree)
  • Additional specialty training (MS Engineering, MBA, or 36 graduate level college semester hours in an engineering related field)
  • Or State Professional Engineering Registration plus additional specialty training (MS Engineering, MBA, or 18 graduate level college semester hours in an engineering related field)
  • Highly experienced transmission planning engineer that can act as a technical leader in these areas.
  • 16 years professional experience actively engaged in engineering plus professional recognition.
  • Demonstrated the successful accomplishment of work as defined for this position.
  • Authored internal and/or external technical papers.
  • Presented on internal and external technical papers. 
  • Very strong power engineering background and Transmission Planning experience.
  • Knowledge of the application and usefulness of transmission planning modeling tools; power flow, stability, and short circuit.
  • Ability to convey highly technical information to management and/or to public, in either written or oral format.
  • Knowledge and direction of the application of industry technical committee results for improved system modeling.
  • Knowledge in Power Flow analysis, Transient Stability Analysis, VAR Margin Analysis, WECC Path Rating Methodology, WECC SOL Methodology, Short Circuit Methods, WECC Committee Structure NERC Standards applied to Transmission Planning and Renewable Integration challenges.
  • Thorough knowledge of Advanced Power System topics, including, Transient Recovery Voltage (TRV) applications, Sub-synchronous Resonance (SSR) analysis, Small Signal Analysis (Eigenvalue analysis), Electro - magnetic transients (EMTP) applications and P - V curve analysis.
  • Experience with Complex problem solving of power systems including, directing and managing determination of parallel transmission path impacts, interconnecting generation impacts, regional transmission impacts of company and WECC policy
  • Experience with criteria changes, providing leadership to Regional Planning emerging issues and WECC wide leadership in Transmission Planning and the development and implementation of Power System related research with Universities and the publishing of IEEE papers related to that research.
  • Participation in WECC technical committees, providing leadership related to emerging and enhancing power system modeling techniques and reliability analysis.
  • Participation in NERC committees in development Standards relevant to Transmission Planning.
  • Engaged in research with Universities improving modeling and techniques used in Transmission Planning.
  • Understanding of Complex Load Model and migration to and application of FIDVR load modeling and voltage criteria.
  • Demonstrated network of internal and external contacts including customers, outside agencies, and suppliers of significant equipment and services.
  • Ability to work effectively with various organizations within company
  • Ability to use engineering tools required for the job.
